How does Congress make changes to an existing budget resolution?

Congress is required to adopt at least one budget resolution every year. The resolution is for internal purposes only, cannot become law and is not signed by the President. Therefore, if the budget resolution requires changes, those changes must be enacted in a separate process called budget reconciliation.
